Agency-wide, applied to every driver. Defaults follow UK Road Transport (Working Time) Regulations — change only if your terms differ.
UK guide: a break is due once a shift exceeds ~6h (≥30 min) and ~9h (≥45 min). Under 6h, none is mandatory. Drivers can't log below the minimum for their shift length.

Populates example clients, drivers (with rates + assigned clients) and a few submitted timesheets — so the Oversight page and roster look real for a walkthrough. Skips anything already present.
Data
Clears saved settings, clients, drivers, submitted timesheets and signatures. Use this if old test data is stuck.
